Standardization and Modelling for Communications in Disaster Situations

Abstract:
Communication equipment for disaster management has always been an important tool in terms of analogue or digital voice-based radio systems. In recent years also video streaming and general data transmission became more important. Currently most of the wireless wide area data networks that are employed by disaster relief organisations are commercial systems that are also accessible by the public meaning that extraordinary situations lead to network outages caused by overload. In order for companies to develop suitable communication systems, generalised descriptions of disaster events, responses, and requirements are needed. ETSI’s specialist task force 472 (STF472) is working on this and will present an overview of their work.
